Problems with DGS 8153094

And when you click Check Image Availability, you get

When we hover over the icon, we now get: "This item is not currently available due to access restrictions."
An affiliate library is wanting to know why they cannot access the image. Please advise. Thank you.

Probably because the DGS contains births as recent as 1932 and deaths as recent as 2000. I suspect both would be restricted for reasons of personal privacy.

So, the problem is that the record details page still states that they can be viewed in a familysearch center and/or affiliate library. Thus, the affiliate library is frustrated because they cannot help their guest. Thoughts?

I suspect some of those records have recently been moved to a more restricted status because of the changes we've been reading about here in the Community. And, the catalog apparently hasn't quite caught up with all the changes.1 -

This is a problem that I haven't yet identified all the collections, but I think it is affecting all Brazil Civil Registration. The issue arises because blank or title pages are assigned a record type that is not recognized by our permissions engine, resulting in restricted access to those pages. That means the first page (and others) on the film are restricted and catalog links to the first page. The content pages are accessible at a FSC or AL, but first you have to get in to the film—and not from catalog. I'm not at a FSC or AL so I can't test this, but if you send the link to Images for this film, I think Item numbers 1-8 and 13 should be available to view.
If anybody has a chance to try this at a FSC and can report back on the results, I would appreciate it. I think all of the Brazil Civil Registration is limited access to FSC or AL. Here is the link: https://www.familysearch.org/en/records/images/search-results?imageGroupNumbers=8153094&pageSize=100
BTW, the mixed messages are because of the mixed permissions on the same film.

Hmm, I am a little confused. The explanation about the catalog vs images is clear. But, if I understand the situation, the patron landed on a record details page and saw a message there about access at a FSC or AL. If that is so, said patron should be able to go to their AL, sign in to FamilySearch, pull up that record details page, and access the image from that page. As far as I know, the record details page is not routing via the catalog and blank first images, after all. Am I missing something here @SerraNola or @karenrasmussen ?

@N Tychonievich What I understood from the original post was that the record details were opened from home with the message to go to a FSC/AL where they then tried to open 8153094. If you were in the Affiliated Library or FSC, you wouldn't see that message in record details and yes, should just be able to open the film. If the index is attached correctly there shouldn't be a problem accessing the content image. If the message is "browse the film" I can't be sure what image the user would land on.
Hope that makes sense and thank you for bringing it up. My suggestion to use Images was a workaround for the catalog error. I should have clarified that Record Details should not be affected.

@N Tychonievich The original case came from employee at an Affiliate Library. So the guest had tried at home, then came to the library. The library staff was confused why the image could not be brought up at the affiliate library when that was the permission. They wondered if it was something on their end.

@karenrasmussen If the record details page still said to access at a FSC or AL when the patron tried to access the image at the library, it was an issue on their end. Typically it is a matter of registering a new static IP address with us that is needed. Affiliate libraries are best assisted by emailing affiliatelibraries@familysearch.org.

In the case of the Brazilian Civil Registration records and others, it's not just an issue for a single library. In several cases, we have documented that the mixed messages appear at multiple libraries and FamilySearch Centers.Other restricted records can be viewed at the same location(s) without issue.

Since we know for a fact that there is an issue with this film, it would be wise for the AL to test in an entirely different collection such as this one: https://www.familysearch.org/ark:/61903/1:1:Q21V-NLXK?lang=en
@Áine.ní.Donnghaile If you are at your AL in the next few days, could you please test the links in this thread, particularly the one to record details? I have reported to engineering that the access problem is ONLY with the catalog link.

@SerraNola As you know from some of the other threads, I've successfully accessed most restricted record sets according to the messages on hover, even many Brazilian ones. It's just a few DGS or groups of DGS that seem to be affected.
I'm planning to visit my FSC one day this week; I have some records I need that are only available there and are not available at the affiliate level.

I guess I need to go to the FSC and do some research. If you can access, maybe the only issue is patron confusion with the bad hover message. Perhaps it is not blocking the whole film.

DGS 8153094 has 13 parts. The record for Luiz Adriati is on Item 12. Viewing DGS 8153094 while at my FSC, Items 1-9 and 13 are viewable, using the Images option
Item 12 covers births from July 1930 through April 1932, which would certainly explain why it is restricted, even at an FSC or AL.

I saw Item 12 from the record details.
When I click through "View Original Document," this is what I see:
The corrupted thumbnail icon is another clue that I wouldn't be able to see the image when I click through. Normally, I would see a clear thumbnail in that location at the FSC. As here:
