Which is the "first" surname for US—Final Accountability Rosters of Evacuees at Relocation Centers?

The instructions in the Other Surname field help for the US—Final Accountability Rosters of Evacuees at Relocation Centers, 1944–1946 state: "If multiple surnames were recorded, type the first surname in the Surname field and the second recorded surname in this field." Which is the first surname? The first one written on the form? Or the first one used in a woman's lifetime, specifically the maiden name?

For an example, see batch M33Z-PYL, Entry 2. Which is the first surname, Takanashi or Oyama? In all the other indexing projects I've done, the maiden name goes first in the Surname field, followed by the married surname. I suppose the next part of the instructions clarifies that: "This is an exception from the General Indexing Guidelines and should not be applied to other projects." However, I think the instructions can be much more clear by specifying what to do in this common case (Maiden name vs Married surname).

    Thank you for your question regarding batch M33Z-PYL. Th first name that a woman uses is her maiden name. The surname for entry 2 is Takanashi. Oyama will be entered in the "other surname" field. Thank you for your dedication.
