If a volunteer who is reviewing indexing batches comes across a batch that has many mistakes we encourage the "reviewer" to fix the mistakes. If the reviewer does not want to fix all of those mistakes, the reviewer can return the batch and let someone else do it.
We appreciate all of our indexers and reviewers!

IMO - if a review batch has the kind and number of errors you describe ,@shelamcg , then I believe that it should be Re-Indexed, not fixed by you, a Reviewer, . There are only 8 Fields in each Entry, and the needed corrections amount to 2/8 = 25%, so even if you take the time to make the corrections, it will go to another Reviewer anyway (taking up 2 Reviewers’ time). To give feedback to the Indexer you can turn on the Labs option to “Re-Index with Feedback.” Here is what the feedback options look like when you select Reindex, with the Lab Option active.

Why is there a Spanish answer here when obviously the person asking the question speaks English?

There is a reason for the batch to not be returned for re-indexing. If it is sent back to be re-indexed all information is deleted including who did the original indexing. If the batch is reported for being poorly indexed the people who would decide whether to follow up on the indexers training can not see who did that batch.

The default option on the "Return for Reindexing with Reason" Labs Option is to "Keep the Indexed Data" (see the above screenshot of it) and I keep that selected so that the FS "interveners" are sure to see what was incorrectly indexed and who did the Indexing. I figure that if it is too poorly Indexed to really warrant that characterization, then the FS folks can change that after they've dealt with the feedback. But I want to make sure that they can see the batch as wrongly indexed. Honestly, though, I am not sure if the "intervention" step of this "test/Labs" feature has actually been put into practice. I sure hope so. It would be nice to know, and what the reaction to and result of it has been if any.

A batch that is sent back for reindexing does not lose all the data IF the reviewer choses: KEEP the Indexed Data. The data is only wiped clean if the reviewer choses DELETE the indexed data. We have those two choices when we send a batch back for reindexing.
Unless something huge changed with web-indexing, the people at FamilySearch should have the ability to see every person who worked on a batch as every version of the indexing is saved on the servers. So, they could use the information obtained from that form to find a person who needs some extra help with indexing. That was the reason for the form.
I agree with John, if a batch needs a lot of work, like it appears this one did, it should be returned for reindexing. Since both the given name and surname both need to be corrected, deleting the indexing really should be done. Since on City Directories there are generally only 2 fields to fill out on these that can't be done by using the copy text forward tool and those 2 fields are the given and surnames.
Whomever is now indexing this same batch now needs to read the field helps for Directory Place and the General Indexing Guidelines for Indexing dates. The most recent year would be entered in the case of a date range. If they are going to index Jersey City NJ for the directory place, then they need to spell out NJ and insert a comma between the levels of locality.
The Spanish answer talks about contacting FamilySearch and giving them time to investigate the problem before returning the batch for reindexing. Prior to having the form, that was the only method. But, now, by turning on the Reasons to Reindex Batch form in the Labs, and utilizing it allows you to work more efficiently. The indexer in need of more training can be found and offered help.
