A van Helsdingen said: FS does not own the records on its website. It must get permission from the record owners- the churches, archives, government agencies, societies- that own the records, and/or from other involved parties such as Ancestry, FindMyPast and MyHeritage.
If records are already on one of the websites FS has a partnership with- such as the three I mentioned above, FS will try and get a copy of the records from them, rather than wasting everyone's time by indexing records that have already been indexed.
Or the problem may be that the record owners do not want their records indexed. Often the reason is financial- record owners make money from their records and don't want them on FS. Sometimes there are religious reasons, especially when Catholic churches are involved. Privacy is also a major reason. If newer records are mixed with older records on the same film, then with the tools FS currently has the entire film has to be kept private until all the records are old enough to be published.0
