What Does "request pending" mean?

I know what Send a Message means; it means Waste Your Time Doing This. I know what unknown4470317 means, it means Family Search allows any stray cat to put hairballs anywhere they want.
"Request pending" tho... Hope springs eternal; does it mean that a request has been sent to unknown4470317 to make contact and prove their identity, or be deleted?
