It is Church policy that this exists. One of the worst things that a user can run into is being a close relative to a person who recently died and finding that someone else (who is not a close relative) has done the vicarious ordinances.
Keep in mind that for close relatives, this is something that is very close to them and therefore, should be left for them to do.
Technically, I could reserve my brother's first wife, but I have long felt impressed to leave it for their kids to do. This is very sacred work and as such, I felt it very important that I allow the spirit to work with the children of my brother and first wife. One of them has expressed an interest in family history and as such, I am in hopes that he'll eventually join the Church and be able to do the vicarious ordinances for his mother.0 -
