There are two main reasons why digitized records can't be shown online. The first is that the owner, the Stadt- und Landesarchiv Wien, may have refused permission. The second is that 1928 is less than 100 years ago, and for privacy reasons it's possible that those records can't be displayed. Because either the whole film must be published or not, and it's not possible for part of the film to be published, the entire film has to not be published until 2029. FamilySearch plans to divide films like this, so that the older part can be published. This could take several years.
I suggest contacting the Stadt- und Landesarchiv Wien to ask about alternative ways to access these documents. It may be that they once refused permission but are now willing to.0
