I just tested Chrome in Linux (opensuse leap) and on Windows 10 and both recognize .jpg files for upload without switching to all files.0 -

Safari

At that point it shows "All Supported Types (*.jfif;*.png;*tiff;*.gif;*.bmp;*.jpeg)" the dropdown shows these 6 individually and also All Files (*.*). Unless I change the default to All Files, *.jpg files will not show. If I attempt to upload a *.jpg, it will do it, but it's not on the list of "Supported Types".0

Similar to your description of events - if I also - after clicking the "Upload Photo" then look at the list of supported file types - I also do not see any inclusion of "jpg" - but only "jpeg".
But I have never felt the need to do that - instead - go directly to your File Tree to the left and select the folder that contains your jpg photo - clicking on that folder displays all the "photo" files in that folder - including all the "jpg" files for you to select from.
You do not have to select a specific format -in which case the selected folder will display all "photo" files in all formats including "jpg" - If you want to be specific about the photo file format - you can select any one of the formats - note that selecting "image/jpeg" will list all the "jpg" files whilst selecting "*.jpeg" will only select "jpeg" files.0
