    Restricted records are because of contracts between FamilySearch and the record owner. These contracts make no exemptions for pandemics. Usually, the reason that records are restricted is because the records are available on another website that charges subscription fees. Until the Family History Centers (FHCs) reopen, you will need to use those websites. Latter Day Saints have access to several of these websites for free.
