It is unlikely that anything from 2012 works the way it used to! There have been dozens of major updates and thousands of minor updates to the site since then.
To merge two people who do not appear under the Possible Duplicates but who are duplicates, copy the ID of one of them, go to the detail page for the other person, then use the Merge By ID function found in the right hand column:
