If you search here on Community for "compress PDF" you'll see many discussions on this topic. Basically your options are to reduce the resolution, either as you scan or by using PDF tools to compress the PDF file, and then to split it into a small number of files to get under the 15MB limit.

Also be aware that compressing a file - does not always mean there will be a perceived loss in visual resolution. I know of many cases where compression greatly reduced the file and yet one can barely, if at all, notice any real loss in the visual representation on the screen.
Whether there really is a true loss of visual resolution - depends on what type of compression you use as well as the compresstion ratio. But you can only compress file so much after which you will eventually lose image quality - so its not magic - its just using more efficient ways to store the data - which has its limitations.0
