When can "quote marks" be used in the name fields? If they shouldn't be used, why are they allowed? Other special characters are not allowed, so quote marks could be also.

I wonder if it's simpler to allow all quote-mark-like characters than it is to ban double quotes but not single ones. (The latter should emphatically NOT be banned, as they occur in many names.)

It may boil down to Historical Reasons: on perpetually-cramped paper forms, anything that allowed more information to be condensed into a smaller space was useful, so quote marks for important nicknames was a well-established convention. Some people will only lose those old habits when they die, so FS may find it easier to just allow the old usages, and wean people off of them by offering alternatives.

And, double quotes stood in for anything that was repeated, as ditto marks, in lists of names or places.

It's my understanding that, as nicknames aren't allowed in the vitals section anyway, there really aren't any valid situations where they could appear. The other information section is where all alternate names go, including nicknames.
