How does one submit a batch where the number of indexed records are less than the batch total ?

The answer is in the General Indexing Guidelines under "Number of Entries per Image": https://prod.familysearch.psdops.com/cmsa/idx/number-of-entries-per-image.
(The Help Center, on the other hand, is ...not helpful on the subject. Deleting extra entries should be the first thing in the "Can't submit" article, but it's not even mentioned.)

This is an easy fix.
Click on the trash can icon on your toolbar.
This dialog box will appear. The default selection is "The current entry (Entry X)." You want to select "All Blank Entries" then click Delete.
Keep in mind that selecting "All blank entries" will only delete blank entries. This will only delete the blank entries on your current image. If you have more than one image in your batch, you will have to do this again with any subsequent image(s).
