On Image 1, we do not mark the second entry blank. You will delete the blank entry after you finish the second entry on Image 2--the reason why you are getting 17 more entries.
On Image 2, there are two Images for Balas Zdanis. The first one is Declaration of Intention; the first step in the naturalization process. The next entry is the Petition For Naturalization; the second step in the naturalization process. These two documents are to be indexed as two different entries in Image 2.
Back to part 1. Most of the naturalization projects have one record per image. In order to delete the unused entries and submit your batch, follow these steps:
Locate the trash can icon on your toolbar.
This dialog box will appear. Choose "All blank entries", then click Delete.
Note that this will only delete the blank entries. If you still see "Entry 1 of X" and you know that there should only be X number of entries for your batch (for argument's sake, say one entry), go back and check the unused entries, then repeat the process, only this time use the "The current entry" option. Once all of the blank entries are deleted, you are ready to submit your batch.

Three notes on Image 2:
The letter in front of Balas is not a J. It is the letter I in old script font, which was common for the time.
We do not know if Balas is a man or a woman, since there is no wife/husband listed on either document. The Field Help for determining the sex reads:
Index the sex only if it was specifically recorded or you can tell what it was from pronouns, such as "she" or "he," title or terms, such as "Miss," "Ms," "Mrs," or "Mr," or other evidence in the language.
Do not assume the sex of a person based on given names.
It is not our job as indexers to speculate/assume, even if the applicant's name is John or Sarah. Is Balas a man based on their job as a miner? Possibly, but there were also a lot of women miners (at least in my pocket of Central Illinois). We just don't know for sure.
Your Record Places will be Scranton, Pennsylvania, United States on Entry 1 and Middle District, Pennsylvania, United States on Entry 2.
Keep in mind that there are examples of most of the documents in the Project Instructions, which are located at the bottom of the Image portion of your screen or at the last icon of the toolbar. Once there, click on "What To Index", then scroll down until you see "How To Index..." These are great reference points if you're stuck or need a refresher.

We would only create one record for the second image. Since the documents are for the same individual, you combine the information.
- When combining information from multiple documents on the same image, use the record number from the petition for naturalization. If the image does not show a petition for naturalization, use the record number from the document with the most recent date.
The date would be taken from the Petition.
