Pedigree Resource File
I used Legacy Family Tree and I cannot find using Google search how to use the pedigree resource file on Familysearch as my starting point to update and add information to a person file.
The lack of a GEDCOM file makes this task especially challenging.
This is not for myself, it is for someone who has asked me to make these changes.

It is not clear what you are trying to do exactly.
You can upload a GEDCOM file to Genealogies in FamilySearch (the same location as the Pedigree Resource File) and use this to update information in Family Tree.

If you go this route, please exercise caution and do not add names into Family Tree unless you are sure they are not there already as chances are that a large number of them will be.
If there is something more specific you are trying to do, please provide more details.

I think/suspect that what the poster is looking for is access to the compare-and-add process on a genealogy file that someone else uploaded. This is, of course, not possible.
The GEDCOM upload to Genealogies/Pedigree Resource File is basically a publicly-viewable and -searchable cloud backup service. There is nothing wrong with it, beyond the confusion generated by IDs that use the same format as Family Tree does. You can use the file to update Family Tree profiles "manually": open the file in one browser tab, Tree in another, and make edits to the latter if the file has better information.
FamilySearch does offer a process by which the person who uploads a GEDCOM file can directly add data from it to the Tree. Unfortunately, this process is badly flawed: on the one hand, it fails to find many matching profiles that are already in the Tree, while on the other hand, it can present so many false matches that one is practically forced to become complacent about just dismissing them all. And even if it finds a valid match, it fails to show you everything that's on the existing profile, and makes it much too easy to replace good data with less-good with a single inadvertent click. So even if it were available, I would strongly recommend against using this feature. Luckily, the question is moot, because the process is only available for the person who uploaded the file.

I too think that's what they want. And the work-around is simple: Download the tree from Genealogies as a GEDCOM, then upload the GEDCOM to Genealogies and from there run the process to compare/add it to Family Tree.
This can be done but I absolutely do not recommend doing it. The result is not likely to be good. More and more, Family Tree is the master tree. Uploading any GEDCOM, but especially one made years ago, is likely to do far more harm than good.

I'll try to explain better.
There is a pedigree resource tree with detailed information on a Southeast Alaska tribe that I would like use as the starting point for work in Legacy Family Tree software. It only needs some additions.
I wanted to use that tree by importing into Legacy Family Tree but I have not figured out how to do it. The Person ID doesn't find it in the import into Legacy. It would save quite a bit of time to do it this way.
I don't want to upload a GEDCOM, I just need to import the information.
I actually don't know how to download the Genealogies information into Legacy. I have tried but it shows person ID not found.

So, do you know how to download a GEDCOM file from the FamilySearch Genealogies section? Once you do that, you can import the file into Legacy Family Tree. Right now I don't know how to download them; the interface has changed.

I don't know how to download a GEDCOM. There used to be a GEDCOM for this pedigree but there isn't anymore. I have searched this forum and the web to do this and the functionality has been stripped out of the website.
The person who created this pedigree sourced/genealogy is in his 70s now, he created more than a thousand files on the Tlingit and Haida and uploaded them into familysearch.org to preserve them.
I have thought about this option: merging the genealogy for this pedigree resource file into the person whos has a stub file from the 1910 Census. But I can't figure out how to do this correctly, do you use the genealogy as the source (and I don't know how this function works at all after extensive searching on the web) and the target stub tree?
Here are the two trees making it incredibly difficult:

This person is in their late 70s and doesn't work on it anymore; I don't have any contact info for them as the email I had bounces back.

This is probably a long shot but the PRF used to be published on CD and i suspect that a fair number of copies are still out there. On one of these, the file you want will exist. I cannot remember whether it is possible to download a copy of a whole file from disk but this option may be worth exploring.

The trouble is that there are a lot of discs in the series and you don't know which one you want!

Oy, they've really dumbed down the whole Genealogies section. There does not appear to be a way to search by Person ID. I cannot get it to show anything unless I go to my old standby of searching by name for my great-grandmother (Terez Gaiter); the first two results are inevitably my upload and my godmother's. If I go to one of those profiles, I can replace the ID at the end of the URL with the one I want to go to (like so: https://www.familysearch.org/ark:/61903/2:2:Q6FS-K1H), but like dontiknowyou, I cannot find any means of downloading the file containing that profile. (Even access to my own upload is upside down and backwards: I have to pretend I want to upload a new file.) The best I can do is "search in this submission", which fills in the Submission ID field with 2:2:2:MMXX-W74, but just the MMXX-W74 part is sufficient. I suppose I could then download the search results into a spreadsheet, 100 results at a time, but with over 33,000 results, that might, um, take a while.
@dontiknowyou, are you certain that the capability of downloading someone else's file from Genealogies existed at one time? (It's not something I ever saw, but I wasn't looking.)

That's how I remember it. I knew nothing about GEDCOM back then but I downloaded a tree and opened it in a text editor, and saw it was in a transport format. "Cool", I thought, "There must be a standard of some kind." These uploaded trees used to show up at the bottom of pages of historical record search results. It used to annoy / amuse me that the uploaded trees were derivatives of my own work on Family Tree.
