Locked files inside the Family History Centre and Affiliate Library.
Good Morning! I wonder if someone could help me with my research. At this moment, I am inside a Family History Centre in Dublin - Ireland, and I can't see the files of this particular church in Brazil, Pernambuco. It says: "This film is viewable with additional restrictions". The member of the church here, tried to use his login to access but unfortunately, it didn't work and he said that this problem has been going for the last 4 months. The same problem happens in the FamilySearch affiliate library in Dublin. How can I have access to these books?? I'd appreciate your assistance. Regards, Karen.

Try clicking on the camera/key symbols. You will get a message saying how you can view the records.
If it says you can need to be at a FHC and/or an Affiliate Library, then the system is not recognizing the computer as being at a FHC.

I am not connected with FamilySearch

Provided I am signed in to Family Search and click on the camera icon with the key on top, I get the message "To view these images do one of the following: Access the site at a family history center. Access the site at a FamilySearch affiliate library.
However I note you say you are unable to access the records at either a FHC or at an affiliate library.
If you are at a FHC, check with the FHC that they have the required Portal installed on their computers which is required to access restricted records. See a previous topic Family History Center Portals FamilySearch Community Forum 15 September 2021.
With an Affiliate Library, I believe there is also a Portal you need to sign into (although it is a different portal to that at FHCs). Are you able to access restricted records generally at the Affiliate lIbrary, but just not the records above, or is there no access to restricted records at all? If the former it may indicate for some reason there is a problem with one particular digitised microfilm. If the latter, it sounds as though the Library may not be set up properly, or there has been some other change. For instance, there was a topic from an Affiliate Library concerned about the fact that they would no longer have a static IP, see Are there alternatives to static IP for Affiliate Libraries?FamilySearch Community [Forum] 2 April 2022. The advice there was for the Affiliate Library to write to FamilySearch at affiliatelibraries@familysearch.org
It is my understanding that at both FHCs and FS Affiliate Libraries you need to sign in using your own details, so you need to take your Username and password with you. Were you signed in?

'FamilySearch', is FREE to ALL (ie. 'No', Payment; Fees; or, Subscription, is required) ...
There are MANY competing priorities, in ALL, the Parts, of 'FamilySearch'; and, there are "Very" LIMITED Resources (eg. "Funds") available, to 'FamilySearch' ...
Please ALWAYS be mindful (and, both, grateful/thankful) of such ...

Many records, that were once available, in 'FamilySearch, are becoming "Unavailable" ...
[ The availably/accessibility, of "Records", in 'FamilySearch' ... come and go ... on a regular basis ... ]

There are MANY reasons for such ...

That Said ...
For the vast MAJORITY, of the "Records", in 'FamilySearch', 'FamilySearch' is NOT, the "Record" Custodian.
The "Record" Custodian primarily governs; and, is more often than not, responsible for, the ACCESS, "Limitations"; and, "Restrictions", placed upon THEIR "Records" in 'FamilySearch'.
'FamilySearch', is bound, by the MANY "Contractual Agreements/Arrangements, between, 'FamilySearch'; and, the MANY various "Record" Custodians.
Of course, there are OTHER matters, that MAY also govern, the ACCESS, "Limitations"; and, "Restrictions", regarding the various "Records" in 'FamilySearch'.
I am certain, that 'FamilySearch', would LOVE to make, ALL of the "Records", it "Holds", FREELY available (and, accessible) to ALL; but, unfortunately, such can not always be the case.
Plus ...
The ACCESSIBILTY, to the many various "Records", in 'FamilySearch', can 'come and go', on a REGULAR basis.
The ACCESSIBILTY, to the many various "Records", in 'FamilySearch', is subject to those "Contractual Agreements/Arrangements; which, generally "Expire"; and, NEED to be "Renewed"; where, the "Record" Custodian, is at liberty to "Set" (or, "Change") ACCESS, "Limitations"; and, "Restrictions", placed upon THEIR "Records" in 'FamilySearch'.
Such happens ... And, very often ...

@M. Smith as Brett says, access to records is determined by a contract between FamilySearch and the record owner. If the owner no longer wants to make their records available through FamilySearch and cancels the contract, then FamilySearch has no choice but to take the records offline, or they will face serious legal penalties.
I suggest contacting the record owners/custodians and asking if the records are online at another website. The FS Catalog always states this near the top of the page.
