You need a passport, a plane ticket, and a visa if you are staying longer than 90 days. You will need to get a permanent resident permit to work there ($500 US dollars to apply or 5200 NOK). If you decide to apply for citizenship, you need to live there for 8 out of 11 years, learn the language (either by taking 300 hours of classes or proving your fluency), prove you have a sufficient income at least $38,000 US a year (319,997 Norwegian Krone) for 6 out of 10 years after you arrive, or marry a Norwegian citizen. There is no provision for a person with Norwegian heritage to become a citizen. Best wishes.
