Permission pending is what shows when someone request permisssion for someone born within the last 110 years and then tries to request it again. You will need to request permission for even direct line ancestors when they have been born within the last 110 years and you are not a close living relative: Spouse, Parent, Child or Sibling.
There are several knowledge articles that cover this information. First go to the question mark with the circle around it in the top right corner of the page.
Then select "help center." Then type in key words "110 year rule." There will be several articles there.
