What does it mean permission pending for a direct relative

Would like to know how to perform a baptism for a deceased aunt who passed away in 1994.
Permission pending is what shows when someone request permisssion for someone born within the last 110 years and then tries to request it again. You will need to request permission for even direct line ancestors when they have been born within the last 110 years and you are not a close living relative: Spouse, Parent, Child or Sibling.
