We have been told to index this record.
"This is an index of naturalization applications. The patron will index the number by the name for the record number, then the name, the place is District Court, Kansas, United States."
"look at the previous reference image. It identifies this record as a list of names who “filed an application for naturalization”. That would fall within the list of items in What to Index, 2nd bullet point, that should be indexed. The list should be indexed."
Please index these records when you come across them in the future.

I would mark that No, No Extractable Data (NED). It will be reviewed and if the reviewer also deems it NED it will go on to a team at FamilySearch for a final decision. If they want it indexed, they can send it out again until someone gets it right. But, I wouldn't waste the time based on the project instructions of what to index in this particular project.

Going by this paragraph in the Project Instructions, I would say No:
Indexes are images with only a name and reference information, such as page or volume number, with no other information, such as dates, available. Indexes should be marked as No, No Extractable Data.

If you did not index it but marked it as No, No Extractable Data it will be reviewed and caught to be indexed, fortunately but that is unnecessary since we have the answer.

It was a list of of people who were "approved to file an application for naturalization" It was not a list of people who filed an application. It had a name and their alien identification number.
A reference image was not required to ascertain that information as it was a 4 or 5 image batch and the first image was page 1 of 5. That document is not one of the things in the project instructions to index, or even similar to one of the documents that should be indexed.
- Index the following 5 types of naturalization documents: certificates of naturalization, declarations of intention, petitions for naturalization, oaths of allegiance, and naturalization cards. Any documents that are similar to these 5 and that are not listed below as an image to not index, should also be indexed. If a document does not have a title or heading, look at other information on the document to determine the document type.
- Do not index name change records, certificates of loyalty, certificates of arrival, affidavits of witnesses, or depositions. These images should be marked in Step 1: Images as No, No Extractable Data.
- Indexes are images with only a name and reference information, such as page or volume number, with no other information, such as dates, available. Indexes should be marked as No, No Extractable Data.
But, as I suggested above, marking it NED will allow it to be reviewed and sent back for indexing if need be.

Maybe the instructions need to be revisited.
"Any documents that are similar to these 5 and that are not listed below as an image to not index, should also be indexed."
These are not similar to these 5 - not even close. Those 5 are individual documents processed for a single individual. Perhaps an instruction to "Also index all court documents relating to a group naturalization process" could be included. That would be more precise.
Also, the field help for the record number says:
"Do not index the page number or petition number in this field.
If multiple possible record or certificate numbers were recorded on the document, index the number that increases consecutively across the separate documents. If multiple numbers were recorded in a red font and increase consecutively, index the larger number.
If the record or certificate was not numbered, press Ctrl+B to mark this field blank."
An alien identification number is not a record or certificate number. It is a number that an alien will carry with them for life, while it is not a social security number it is an identification number that is used to apply for certificates or petitions. The field help also says not to index the petition number in the record number field.
The only number that should be recorded on an image like this should be the number of the entire record. I don't recall if there was a court number on the document.

We saw there were confusing directions which is why we verified our answer to index these records.

Please share my suggestion with whomever verified the answer to index these records. Perhaps it will make it easier for all of the indexers and reviewers if the instructions are more succinct. Thanks in advance, @AGTHBG.

Sorry, it isn't an idea. When there are problems with the project instructions, moderators should be able to share the problem with the project manager to get a resolution if one is required. I am not a moderator and I am quite certain that project managers are not following Ideas for Indexing.
