Why not understand county ?
I was to the Familysearch center in Salt Lake City year 2017 and I tried to explain for the people that work there that we have counties in Sweden but they didn't understood me.

But I can't work with the places because there is no county added to the cities name.
How can I change it ?
When I have done research for my family-tree am I forced to choose the next best... what is said it is standard but I sometimes write a note that we have counties in Sweden and the places are wrong.
Utah have a counties : Tooele County,Utah County,Wasatch County,Summit County,Morgan County,Davis County
so why do they not understand that other countries have also counties ? How can I change this ? I can't help to correct those places when the only options are all wrong.

I have done this step before but those volunteers in the center doesn't understand it anyway.
They have to understand a little of Sweden to see how wrong they are.
I don't understand how hard it can be ......
I have talked to this people so many times but they never change it.
I was born in Västervik, Kalmar Län, Sweden and I should know where I was born.
It does say Västervik, Kalmar, Sweden ( Kalmar is a city and Västervik is a city also )
Most of my ancestry in 5 generation was born in Kalmar Län so there is much work to do for me if I should report every error.

The best place to see how place names are currently structured in Sweden is in the actual Places database which you can explore at https://www.familysearch.org/research/places/?pagenum=1&pagesize=20
The database is huge, but it is also hugely incomplete and probably will be for a long time yet to come. I suspect that the people at FamilySearch understand you concern completely but just do not have the resources to address it yet.
Looking in the Places database at Sweden and filtering on just direct children (that is the next largest jurisdictional level down) and on Län, we can see that there are 29 of them in the database:
Going specifically to Kalmar Län and still looking at just direct children, there are 3195 places:
Most of these have a place type of Populated Place, a nonspecific term used when the database was first created that is gradually being replaced. There are many Församlinger. There are a few Bondgård and other types. Some Kommuner are also included but do not appear to have many places under them. Also, right off hand I do not see that any of these places within Kalmar have any historical time periods.
I suspect that original structure was for the sake of simplicity and to keep things at least relatively historically accurate.
Looking at Wikipedia.se at https://sv.wikipedia.org/wiki/Kalmar_l%C3%A4n I see that the current 12 kommuner have only existed since 1971. From 1952 to 1971, there were 6 Städer, 3 Köpinar, and 41 Landskommuner. The article, at least as far as my Swedish allows, does not seem to mention what existed as far as Kommuner prior to 1952. Was it divided into anything other than Luthersk Församling? Riksarkivet lists 125 församliner in Kalmar. The Places database lists 105. Taking the first one, Åby, there are 14 places listed under it. This is clearly incomplete, but is a beginning.
So to clarify the problem, looking at your example of Västervik, it currently exists in the database as Västervik Kommun in Kalmar Län.
You would, if I understand your post correctly, like to see it included as:
- Västervik Stad in Västervik Kommun in Kalmar Län. for events from 1971 to today. (With all places within Våstervik Kommun moved under that kommun rather than being directly under Kalmar Län).
- Västervik Stad in Kalmar Län for events from 1952 to 1970. (It appears from the Wikipedia article that the six Stad in Kalmar län were independent of any of the landskommun.)
- Västervik Stad in Västervik Församling (a much smaller area than Våstervik Kommun) in Kalmar Län. for events prior to 1952. (Unless I am missing another jurisdiction here.)
As you can imagine, this will be a major undertaking to determine where each farm, city, or other place goes in each of those three time periods and get it all added properly.
This is one of the reasons why Family Tree is designed to allow us to add as much information to a place name as we need for accuracy even if we can only link it to a partial standard.
For example, even though only 14 of the 46 places in Åby församling are currently in the database, I can enter any of them correctly for any of the three time periods by entering the full place name then linking it to the next level up jurisdiction level for the standard like this for Lunden farm which :
Pre 1952 - Lunden, Åby Församling, Kalmar Län, Sweden:
1952 to 1970 - Lunden, Läckeby Landskommun, Kalmar Lån, Sweden:
Although this is not really correct because this Läckeby is the farm in Läckeby Landskommun, not the Landskommun itself.
1971 to today - Lunden, Kalmar Kommun, Kalmar Lån, Sweden:
I do hope that at some point all these Swedish places get completely add. It does look, at present, that things are are pretty good shape for pre-1952 events because most of the Församinger are in the database.
If you submit under the Places group here a limited number of places that you specifically need added to the database for your family so that they can get completely added with these three historical time periods, they may be able to get that done relatively soon. You many also want to post a request there to have the 12 post-1971 Kommuner in Kalmar added if you have a lot of events to add that have happened since 1971 that you want to add. Using those Kommuner for events prior to 1971 would not be historically or genealogically correct.

I wanted to volunteer to correct the places but there is no correct option to choose when all are wrong.
How can we volunteer correct wrong things when only what is able are wrong ?
I often place a note that Kalmar isn't correct, that there is KALMAR LÄN and not Kalmar
There is 21 LÄN in Sweden but in the picture of places does it not say LÄN after the places name.
Älvsborgs LÄN should it say
Bohus LÄN
Gävleborgs LÄN
Göteborgs LÄN
I am not talking about my family-tree but to volunteer to correct the places name
I am only talking about to correct LÄN .....not farms and village, that can I do without any problems.

If you look throughout the Places database you will see that in keeping with tradition, past standards, and usual genealogical convention, the type of place is not included in the place name.
In the US, the term county is never included as this image shows for Utah:
It's not Carbon County, just Carbon in that same way Kalmar Län is entered as just Kalmar and the type of place is implied by the context:

The city Kalmar have very little to do with Västervik but here in Sweden is what LÄN a city is in very important.
municipality is kommun in Swedish and it is in the city area.
I have lived in USA in many places but I was married in Texas and in the city Lake Jackson and Brazoria County and the city belonged to Houston but Lake Jackson had their own administration.
It was in higher court for example we had to go to Houston in those cases Brazoria couldn't take care of it was Houston over Brazoria in decisions.
Kalmar is like Houston. It have nothing to do with Västervik in the basic decisions and administration.
It took about 1 hour to Houston from Lake Jackson but It take more than 1,5 hour to drive to Kalmar city from Västervik.
You can't think that everything is like USA and Sweden is one of the oldest countries in the world and our system is deep down in the way we think when it comes to structure and infrastructure. All countries in Europe is older than USA and I know how angry people are that you in USA think that the whole world should be like USA but it isn't.
It should be more clear in Family search center in Salt Lake city as it is much built of Nordic pioneers and it sad to see that they didn't teach better how it look like here in North.
I don't know how to make you understand and I can't volunteer to correct places when you don't want to correct those places.

Please excuse me if I misunderstood your original question. If your only complaint is that Kalmar Län is in the database as just Kalmar, that would explain why nothing ever got changed and probably will never be because, as I illustrated above, such designations are generally not in the database.
When working in the volunteer project to add standards where they are missing, you can see the difference between Kalmar Stad and Kalmar Län:
Also, one thing that is not clear in the volunteer project is that you can completely erase the suggested standard and type in the correct one if absolutely necessary:

There is nothing that is called.... kalmar kalmar
For the city of Kalmar is it Kalmar, Kalmar Län
There is no väster Norrland..... the correct name is Västernorrlands län
There is no Västra Götaland.... the correct is Västra Götalands län
I get so far only two option to choose from and both is wrong. What to do when there is no correct name of that place ? I can't help if there is no way to correct the error.

OK, I think I've got your point clear now. This a a longstanding debate, I think, in genealogical circles about how place names are to be entered.
- Utah County, Utah or Utah, Utah
- Hordaland Fylke, Norway or Hordaland, Norway
- Leipzig District, Saxony or Leipzig, Saxony
- Kalmar Län, Sweden or Kalmar, Sweden
In the Places database it is clear FamilySearch has decided as a matter of policy that the second choice is the preferred method for standardized place names. You, and others who have expressed themselves firmly on this board that "County" should be included, want the first choice.

and why can't familysearch change it to the correct name of the places ?
My example, Västervik is far away from Kalmar city and so those other.
Why do Familysearch keep holding the error ?
I am thinking about those people who am visiting their ancestries birthplaces. They will face that they are far from those places because they think Västervik is in Kalmar city.
How much will it take for Familysearch to step down from their stubborn way to keep the error ?
As we are many volunteers should it not take long to change those error if we only could type in the standardized place names. I have been working with datebase for IBM and last job was to read old churchbooks and place it in datebase. I am retired now so I have time to help if I get the right tools to do it ( allowed to change in the datebase )

I hope they will understand how important it is to have a correct named places. It is not so important in North America but there is many countries in this world where a correct named place is very important, especial in those countries they have tribes-system. I have a property in Kenya and I notice there how strong the tribe ID is and it is an assult when Familyseach doesn't care about people emotional.
Thank you for reading my opinion. I work hard with add people to Familysearch datebase and it is frustration when I see those errors.
