I am working on Liberia https://www.familysearch.org/indexing/batch/e9b6d014-a20d-4b3f-86fd-2c37ba49ab0a. This image has only first names and no additional information. should it be indexed?

I agree with Jay.
According to the General Indexing Guidelines that Jay cited, if the names had, for example, been crossed out and not replaced but you could still read them, you would index what you could read. “Spoilt” is a gentler way of crossing it all out, but you can read it all, so should index it all.

Based on what it says in the project instructions (General Indexing Guidelines under the link How to Index Individuals Whose Names Were Not Fully Recorded I believe that you should index them.
