How do I delete blank lines when TRASH BIN doesn't show up?

I am working on Virginia marriage records from 1930. There are a possible 40 entries, but only 15 recorded lines. The trash bin is usually there on the top bar but hasn't been for the last 3 batches that I have done. These batches I left to be taken back because the time line ended. I am finally asking what to do. None of my Family History Consultants know what to do either. Where did the TRASH BIN to delete blank lines go? Since it is not there, what do I do now. I can't submit the batch unless I mark all the blank lines "BLANK". Any suggestions?

    Under Batch>Data Entry there should be an option “Show Toolbar.” Make sure that is checked/selected.
