What does my local FHL need to do to get access to these Swiss church DGS films that are locked?

- The catalog entry is https://www.familysearch.org/search/catalog/64900 . When I , a non church member, click on the camera icon with key, I see the message
- To view these images do one of the following:Access the site at a family history center.
- Access the site at a FamilySearch affiliate library.
Due to computer system constraints, family history centers cannot view ANY RESTRICTED RECORDS until approximately September 2021. So you either wait until then, or locate a Family Search Affiliate Library which does not have this problem.

Your "Family History Centre" is not alone ...
NO "Family History Centre", of the Church, anywhere around the World, can currently get access to ANY of the various "Restricted" Records.
The GENERIC 'Portal', of/at "Family History Centres", ALL around the World; especially, for access to the (FREE) "Premium" Websites; and/or, "Restricted" Materials (eg. Films) is TEMPORARY Unavailability, which started on about 2 June 2021, for possibly up to x90 Days, for ESSENTIAL Planned (system-wide) Maintenance (and, updates.
We are almost ⅔ of the way through ... there is still a ways to go ...
As an aside ...
I believe, that this is a "Copy", of an "E-mail", that was 'sent out', to certain, responsible, "Leaders".

Does the BYU FHL have access to these restricted records?

The FHL is located in Salt Lake City. I assume you are talking about a Family History Center (FHC) located at the BYU. All FHCs worldwide are currently unable to access restricted records.
