Canada Immigration Ocean Arrivals 1919-1924. When recording the "race or people" the instructions state not to index the nationality or citizenship. However, in the "How to example", white is crossed out and English is recorded (nationality?) So do we record information like Italian or what.

We record whatever the person (who completed the form) wrote down for "race or people".

That term, "race" was used differently during the era in which these forms were filled out. People often referred to being of the Italian race, the British race, etc.

Even now, one of the many definitions for race is: "a group of people sharing the same culture, history, language, etc.; an ethnic group"
