New York Naturalization Records 1820-1991

Which should I use when recording the event place. Field help says, "Do not expand "United States" to "United States of America. US should be expanded to United States and USA should be expanded to United States of America." That part I get. But the document shows "United States of America" at the top of it. Yet, it is also stamped with "United States". I've seen it done both ways. Which should I use? Thanks.
