Should this entry be indexed?

I am reviewing a batch of Virginia marriages from 1880 (M3WJ-FWC). There are 24 entries. On entry 17 all the information is there. Except in the space for the person who performed the marriage it says, "The woman refused to marry him". If this marriage did not happen it should not be recorded. What do i do with it???

    I can see the batch with that code. The indexer was correct to index the information. We index marriage licenses whether the marriage took place or not. It is part of the individual's journey through life.
