In particular notice the lines we have bolded. If it is a surname it needs to be indexed unless it has been indexed before. You are right in questioning if the indexer had made a mistake to not index these surnames. They need to be indexed.
- You can find the answer in the Project Instructions, What to Remember About this Project in bullet points 4 and 5. "Index each unique name. Some names may be duplicated. When names are exact duplicates, index only the first instance of the name listed. Skip the other exact duplicates and then index the next unique name. Unique names include names with different middle initials, spouses listed with the individual, and different name spellings. Do not index names in full-page advertisements.
- Index names of employers and employees. When indexing business names, index the names of individuals only. For example, "The Ad Book" would not be indexed, but "Barner Kehlenbeck Wines and Liquors" should be indexed. In this case, you would create 2 entries: one for Barner (surname) and another for Kehlenbeck (surname). Do not index occupations or terms such as "banker," "policeman," "M.D.," or similar terms.

If you as a reviewer are willing to correct the batch, that is the best option for the process of getting the batch published and is greatly appreciated. When a batch is returned, it goes to the end of the queue and takes longer to be processed. If you do not want to take the time to correct the batch, that is fine also. We understand, especially with these large batches they can be very time consuming to correct. Please be sure however, if you return it for re-indexing that you choose the option to keep the indexed information. Or you can just return the batch. Thank you for your willingness to review these wonderful records.

The information at the top of the batch is US--City and Business Directories 1749-1990 PartC (M347-273) Is that what you need. An example of my concern is half way down the 2nd column - Ezekial and Burnheim

I skimmed through this batch and there are multiple instances where unique names were not indexed. Does the batch need to be sent to have the indexing completed before it is reviewed? If so, how do I do that?

Just my opinion, but, as noted in the link, It is rare to have to send a batch back for reindexing. In these huge batches, unless there are a bunch of the names missed you should probably review the batch and insert the missing names. For instance, if they missed 50 of 150 names or 100 of 300 names you probably should send the batch back for reindexing. But if they only missed 25 on a batch of 150 or even 50 on a batch with 300, there is no reason not to review these.

Okay, I will go ahead and insert the missing names. I have one more question. There is no directory place name at the top of these pages. The directory place name was determined from an advertisement at the top of the first column. My understanding that is incorrect and that the directory place name should be blank?

Yes, it should be blank. The project instruction says:
- Do not use places listed in an advertisement as the directory place.
