In the 1940 census Gerald F Dew LR3L-J3C is marked as female, however in the 1910, 1920, and 1930 census this same person is marked male, Al in California, County Marriages shows the daughter of this person being married to Waldo Marks Haffner and being the father.

How can I correct the 1940 Census?

Looking at the image for the 1940 Census, it clearly says M so the census is correct and does not need to be corrected. As a historical record, you couldn't correct it anyway.

It is just the index that is wrong. Looking at the index, only the name, event date, and event place are currently available for editing, so at this point, you can't correct it. You can still attache the source to him, however, and then go into the source and in the notes section add a comment about the error.
