move a document from "photo" to "document" location

It would be really nice to be able to reasign documents that have been placed under "Photo" to the "Document" place. As it is now, only the person who has uploaded the document can place it or move it. Some of the less experienced users don't understand the difference and place everything under "photo." It would be nice to be able to click on a document in "photo" and have the option to move it to "document" by any user. Or the same with a history that has been added to photo. Thank you.

can you add some clarity - as to WHAT options or what things these "inexperienced" users are not understanding?

in other words - from your perspective WHY should one item be marked as a photo and other a "document" - what are the implications. . .

This land was a gift money to buy this property. Enoch Matson bought the land grant and divded it to he and and his three brothers Richard, Archibal, Peyton. They they moved from Ky. to Missouri Territory. 1816

into what is now Ralls and Pike Counties. I still own part of Enoch Matson.

It was from land that was covered with water in New Madrid earthquak. Those owner's were Vet's of REV.

Goverment gave them permissobn to sell as they could no longer use .
