Have Family Tree use user local time in reports.

My idea is to make reports show date and time in the user's local time. At the least make it a user specified preference.

My reason for this is: I frequently want to see my contributions for a given day. Right now I cannot. I could if the report showed the time of a contribution. However, that would be a hassle and user unfriendly. The real solution is to make it a settings option to use GMT or ULT, user local time.

Also, FamilySearch/Family Tree should be using UTC (see Wikipedia UTC) instead of GMT.
