fake history - a Shipping List does not mean Immigration
In 1961 I returned to Australia from England. In those days it was cheaper by ship than by air. My ship sailed via the Panama Canal, and had a port of call in New Zealand. Imagine my surprise to find that FamilySearch has automatically said I emigrated to New Zealand. On my ship, there were people emigrating as well as people returning to Australia. There was nothing in the attached images of that shipping list to indicate emigration. I'd be most concerned with the "fake story" attached to all those other passengers returning to Australia. We should not make research harder by deliberately assigning a category without proof.

This appears to be the common practice when FamilySearch categorises this type of record.
However, this is not the only area where indexing under the "wrong" category causes confusion and misunderstanding. Most of the records relating to marriage licences (at least for England) are indexed as "Marriages". I often have to remove details from the marriage licence source that another user has added during a source linking process. This FamilySearch practice allows users to replace a perfectly correct marriage entry in the Couple Relationship area (hence of the main Person page) with false information.
Okay, not directly addressing your issue, but showing my empathy - as I am affected, too, by the way FamilySearch choses to (incorrectly) index certain records.
I have reported "my" issue many times, but still the problem remains. To be honest, I feel the marriage licence problem would be far easier to resolve than the issue you report here - especially if, in this case, immigration / emigration was a factor in the inclusion of many of the names on this list. Many researchers would be only too pleased to find their relatives indexed in this manner, so I assume you would want these records to be indexed under multiple headings.
Currently, as you probably know, a search by "Type" on FamilySearch provides a "Immigration and Naturalization" option, which includes Passenger Lists records. As you do not detail the specific collection involved here, I am unsure if you want the "Type"heading to be changed, or just this collection (and any of a similar nature) to be retitled (to reflect their true content).
