Locked / key over camera on File still locked while at authorized FHL library
The General index to deeds, 1692-1915; deeds, 1692-1869 film 33738 DGS 7895957 shows a locked key over the camera. So I go to the authorized library to access and it still shows up as a key of the camera and will not open documents. I get the standare Images Available To view these images do on of the following: Access the site at a family history center. Which is what I did. Strange that all the other film for the deeds are not locked, but the General index to Deeds.

Starting in early June for up to 90 days, the computer systems used by all Family History Centers (FHCs) (I assume this is what you meant by FHL. The FHL is located in Salt Lake City) are being upgraded. You cannot view images accessible only at a FHC during this time. However there is a new lookup service to compensate for this: https://www.familysearch.org/blog/en/library-lookup-service-fhl/ Staff members at the FHL can lookup records for you if you have a name and image number. They might, depending on how busy they are, be able to browse an index if you give them a name and the index is well-organised and easy to navigate.
I agree that it's a bit odd that the General Index is restricted and all the other films are not. It could be due to the records from 1915. A 100 year privacy limit is common, but maybe it is 110 or 120 years in this instance. It's probably best that you contact the Richmond County Clerk and enquire about it. If there's no legal reason why the film cannot be made available from home computers, the Richmond County Clerk will need to contact FamilySearch and give consent for FamilySearch to make the film available from home computers.
