US City Directories - Directory Place question

The directory is called the Cleveland Leader City Directory so would Cleveland be the directory place? Above this is a statement that the "Cleveland Leader has the largest circulation of any paper in Northern Ohio." So would it be Cleveland, OH as the Directory Place?

    I can't access your batch. I've reviewed several hundred of these batches. If "Cleveland Leader City Directory" is above the names in the top margin, then Cleveland would be the directory place.

    I respectfully disagree - I think that the Directory Place should be blanked. Using Cleveland as the Directory Place is almost like using a place mentioned in an ad to deduce the Directory Place, which we’re not supposed to do. Maybe The Cleveland Leader also published a Directory for Cincinnati abd gave it the same name, which the locals in Cincinnati understood to mean Cincinnati. The “City” being referred to here might very well be Cleveland, but I think that we need to leave drawing that conclusion to the Researcher.
