Location implied but not specifically listed

I am reviewing a City Directory submission and the indexer listed San Francisco, California as the location. Yet, San Francisco is not specifically identified in the location section of the directory but it is listed in individual entries as are other cities in the area. I am inclined to delete San Francisco as the stated location and enter Blank. What do you think?

    Do you have a batch number? We had a situation like this yesterday and according to the project instructions if the Directory place is not clear and only assumed please index the directory place as blank. Hopefully this will answer your question.
