Montana cemeteries indexing error, may relate to place names not in FT gazetteer

The link below is a cemetery record from Montana, indexed in Texas. Many other records from this cemetery in the same film roll have the same error, but some are erroneously indexed in Maine or in another county in Montana. It appears the entire roll, 3374 frames, is indexed incorrectly.

Machine indexing, right? It seems the process or algorithm skips a preliminary step: check place names against the FT gazetteer (catalog of place names), and if necessary add place names to the gazetteer. This would require a pause for a person to research and enter place names in the gazetteer. None of the Montana cemeteries I checked is in the gazetteer.

When a place name is not in the gazetteer, attempts by a contributor to edit the indexing will fail with the message "You must select a standardized place". At this time, in the index editing tool the standard "None of the above..." is not available.

Edit to add: this particular cemetery is in the gazetteer, but with different spelling. Correct spelling is Philipsburg but many historical records spell it Phillipsburg.
