Should this Parish record be indexed as a Marriage record?

This record is a parish record but is has not indication of what type, year, or Parish. From the information contained of the pages it appears that a mans name is given first and a female second and then a page or document number, probably containing further information. The record is UK, England, Middlesex—Parish Registers, 1539–1988 [Part B][MSPH-SJR]

    This is an index. The actual marriage records are on the pages listed. I can't find any mention of this in the project instructions but generally we are told to index marriage records only if there are names and a date. Personally, I would choose NED in step one.
