If I am indexing Louisiana Voter Registration Cards and one is marked duplicate across the front but is not a mirror image of another record in my batch, do I index the record or mark it as a duplicate? And if I mark it as a duplicate, how do I get past the question "Which other record is it a duplicate of?".🙃 Thanks for the help.

It is not a duplicate unless it's 100% identical to another image in the same batch. From your description, it sounds like that's not the case so you should go ahead and index it.
