I always see the other side to this situation - which, sadly, does not seem to be acknowledged in the article for which the link has been provided. In fact, it states (in part):
"Do not let the very few people who are uncaring prevent you from making these calls and attaining your higher goal."
But there must be some relatives who just do not want to be found and maybe that is the reason for having difficulty in tracing them. I feel this article should contain a warning (to prevent both the seeker's and sought-after relative's feelings being hurt) that one should take great care in any approach and be willing to immediately back off if it is obvious the relative does not share the same interest in having further contact.
I have been provided with stories of great upset being caused through individuals making such contacts, to the extent they have found their actions to be of deep regret. Therefore, I would advise real caution in approaching someone who might not even be aware of your existence - or at least might not want their partners, etc. to know about their past life and relationships.
Excepting such factors, I would wish you well in (prudently) contacting cousins that might well be delighted to form or renew a relationship with you.
