what explicitly do you refer to when you say "ward sight"
are you referring to a Community Group?
any o fthe admins on a community group can see the entiure list of members
"All Members"
and then click on "Leader" for the given person they want to make a group leader - there can be multiple
But Im not sure this is what you are asking.
