New message indication

The bell icon shows a number in a red circle when new messages are present and when I click on the bell the new messages are indicated by a blue circle on the right of the message. When I click on a message to open it sometimes the number in the red circle is decremented sometimes it is not. However, the blue circle is not removed when I click on the message. The only way that I have found to remove the blue circles is by clicking the Mark All Read link at the bottom of the list. Then sometimes even though I have clicked the message and clicked the Mark All Read the next time I refresh my screen or open the community again a message is marked as being new even though it is not. For example this message in the Indexing Chat group is continually shown as being a new message even though I have clicked Mark All Read multiple times and have visited the discussion where it was posted by clicking on the entry in the list multiple times:

Why can the system not clear the blue indicator and display the correct count in the red circle when a message is visited by clicking on it in the list.

    I was having a problem getting rid of the red circle, even after clicking on "Mark All Read". Today the situation has changed - I've just logged in and found NO indication there were any new notifications, even though there have been new responses to my posts!
