The new photo animation feature by MyHeritage will be extremely demanding on their servers and computing power. FS, as a non-profit website, must prioritise. I think most people would rather that FS adds more records or improves the FSFT instead of focusing on fancy but niche features. FS and MyHeritage have a partnership, and as part of this partnership all Latter Day Saint users of FS get a free MyHeritage subscription- so they get to use this feature anyway.

Another thing to think about with the animation feature is that the original photo is no longer pristine -- meaning, absolutely original.
Also, the file type has to change to a type that supports animation (.gif comes to mind).

@Mary Jane211, as you can see if you read the (ancient) thread you've commented on, FamilySearch doesn't do anything like this. (Unsurprisingly to me, given that it's a genealogy site, not a photo-storage-and-manipulation site.)
Perhaps you meant to ask your question on MyHeritage? That is the site that was actually doing something with animated photos, a few years ago; I haven't a clue whether they still offer it or not, and I also don't know what forms of tech support and training materials they offer. But MyHeritage and FamilySearch are completely unrelated entities; MH just gets some of its data (that it'll try to sell you for money) from FS.
