I'd certainly like to see date-appropriate place-names taken higher up the list than date-inapppropriate names. I suspect that this may not rank high on FS's priorities because loads of "countries" in the standard place-names have either no dates or very few.

Actually - it also occurs to me that selecting date-appropriate place-names does depend on the date being done first. If someone sets the place-name before the date, then the system can't give a date appropriate name suggestion higher priority.

And then there are the cases where you can choose Civil Registration District, Poor Law Union, larger parish with the same name, etc., and not the name of the village itself. I want to record that my ancestor was born in Lanercost, Cumberland, England not Lanercost with Kirkcambeck. Yes, she was christened in the parish of Lanercost with Kirkcambeck, but she was born in the village of Lanercost.

Doug - then you need to propose "Lanercost" as a settlement in its own right. They may want to put it under "Lanercost with Kirkcambeck" so that it's "Lanercost, Lanercost with Kirkcambeck, Cumberland, England".
I don't know what they used to populate the British place-names but any easily available list probably only went down to parish or township names - they had to start somewhere. Way too many villages, hamlets, etc, to populate on the first go.
(Interestingly, you've just made me realise that one of my local place-names in FS is Shavington cum Gresty, Cheshire, England. That was a township in the parish of Wybunbury but the village is just Shavington and Gresty was a separate hamlet, both in the same township / civil parish. Same problem. Presumably none of my FS relatives lived in Shavington, either that or I've not noticed the issue.)
