In indexing city directories does it matter what order the side and top advertisements are indexed?
US—City and Business Directories, 1749–1990 [Part B][MS28-33Z] There is a side advertisement with a name and on the top of the page is another advertisement with a name and on the right side of the book is another advertisement that goes down the side. Should all of these be done first before going down the page?

To index the names (if the are in the margin) do them at the end of each page (or side of the image). Then move to the page on the right side of the page, then any of those names in the margin.
Please remember to index names that are the same John Smith for example - may be a name that there are 12 of them...they are considered duplicates only if the addresses are the same. If different addresses index each of them individually (not duplicates).
