Avoiding Photo Duplication in memories

I would like the photos I add to stories in Memories not duplicated (tagged) in the photo section of Memories.

    Why is it that the program will not let the same photo of two people that are in a photograph be loaded

    to the two individual's memory sections? Such as a marriage photo.
