Request to do the ordinances whom reserved the ordinances.

However, I like the idea to request from the user by clicking request on the ordinance screen (differentiated from a request from the system), that would send a message to the user and then they can accept or decline. They could even automatically decline (or not allow) all future requests for a person and/or all their reserved ordinances so they cannot be harassed.
