LDS should make a contract with the owners of the Certificates not just accept their reason for with holding from us public users.....Thank You .

I have very limited experience with Philippines genealogy, but have noticed that many of its records on FS are accessible only to Latter Day Saints. A previous post here at least a year ago discussed how this appears to violate the Philippines Constitution, nevertheless it occurs.
Many record owners wish to make profit from their records and restrict access on FS. Therefore there is probably another website where you can find these records (but behind a pay wall). FS can try to negotiate with record owners, but in the end, they own the records and control who can see them.
When the owners are government agencies, this becomes a political issue. If you vote in the Philippines, I encourage you to speak to politicians about this and participate in elections.0
