I want a couple headstone picture added to both spouses.

That applies only to photographs that you have taken yourself. Scan and upload the photograph to your memory gallery, then tag the names of those in the photograph to their respective persons in the massive Family Tree.
If the photograph was taken by someone else, do not post it unless you have explicit (specific) permission to post it to a site like FamilySearch and properly acknowledge the photographer with a permission statement.
Billion graves holds the copyright of all photographs uploaded to its site, by its terms and conditions.
Find a Grave provisions allow the original photographer to retain copyright.
Unless the photographer has died and depending upon the jurisdiction, xxx years have passed since the photographer's death, the copyright is still valid and we do not have the right to post the photograph to any public site (or publish the photograph, even if we credit the original photographer. Copyright law varies by jurisdiction, so what applies in one place may not apply in another.0 -
