I note what you are interested in is "Item 2" of the film.
There are two possible reasons for this. First is privacy. Even if a single record in the entire film is too recent to be publishable, the entire film cannot be published.
Secondly, the record owners must give permission for digitization and sign a contract with FS.
I looked at the catalog and saw that Item 4 of film 2352421 contains births from 1929. These probably have to be private for 100 years. Therefore the entire film cannot be published until 2029 or 2030.
FS is looking at breaking up these sorts of films into parts so that the older records can be published, but it may be several years until this is available. Their immediate priority is to digitize the millions of rolls of microfilm they have.
Looking at all the films on the same page of the catalog, I see the older records are all digitized and available to view from home. That shows the record owner has not negotiated with FS to make the records only available from a FHC or Affiliate Library, or only to members of the Church of Jesus Christ of Latter Day Saints.
The Catalog states the Central State Archive of Moldova is the repository for these records so you should contact them if you want to be able to view these records before 2029.0 -
