Help with opening locked records

Two years ago all (or rather almost all) books from Ukrainian archives were made open for home viewing. There are 1237 microfilms with catholic metrical books from Lviv Archive on FamilySearch. Only 2 of them are locked. One of those is film 2377697. I tried to get the information why is it locked.
I wrote message through "contact us" feature on the website. Got no response. I emailed PR manager who was specified on FamilySearch's blog as person of contact regarding records. Got no response either. I then contacted support via chat. They told me that this film is locked because it contains books that are too young to be published (one reaches year 1944). I didn't like this answer as there are many books in those 1235 opened films that are even younger and can be viewed at home. But OK, at least I have some answer. At that point I didn't know that according to Ukrainian law, all metrical books that are older than 75 years can be viewed by anyone without restrictions. So even those books from 1944 can be opened. There could be of course other limitations specified in agreement between FamilySearch and Lviv Archive. We will go back to this later.
After some time I decided different approach and created post on this forum about splitting microfilms so that all the items are separate entities that could be published independently (items that I am interested in have books that are over 100 years old).

By the way, that question is still open. There was no answer from any employees. Maybe someone could revise this post and give some feedback.
Then, after waiting few more months, I searched Internet and found email address of FamilySearch's manager for Eastern Europe projects. He was very helpful as he wrote email to other managers (haven't specified who) to ask what is going on with this film. He got the same answer, that it is only the matter of books age.
I thanked him and thought if not FamilySearch, then I will try in the source. I contacted Lviv Archive to ask if they can somehow intervene/mediate in this case. Their answer was that there are no restrictions on their side and that locking of film 2377697 was only FamilySearch's decision. (I pasted Archive's response at the end of post. It's from translator, but I added original version too.)
So if the Lviv Archive is not restricting access to this film, and Ukrainian law allows to publish books older than 75 years, then there is nothing in the way to open this film for viewing. I don't want to write to support as I will probably hit the wall again. Can someone please tell me who should I contact to make this film open at last. Or maybe one of the employees reading this post would be so kind and forward my case to some decision-maker.

The archive made microfilms for the FamilySearch from the metric books as part of a government program signed with the Utah Genealogical Society. The scanned microfilms were posted on a site that was initially restricted for viewing and later granted to all users. Under the signed agreement, the archive did not impose any restrictions on the use of microfilms. Obviously, these restrictions are provided by the site itself.

Архів виконував для FamilySearch мікрофільми із метричних книг у рамках державної програми, підписаної з Генеалогічним Товариством штату Юта. Відскановані мікрофільми були викладені на сайт, який спочатку був обмежений для перегляду, а згодом доступ було надано усім користувачам. В рамках підписаної угоди архів не запроваджував жодних обмежень для користування мікрофільмами. Очевидно, ці обмеження надані самим сайтом.
