There are many refugees that want to submit the ordinances for their ancestors that are being blocked by familysearch. They currently have to get special permission for each ordinance. -- Thank you very much.

Firstly, "Welcome" to this "FamilySearch" ( "GetStaisfaction" ) 'Feedback' Forum.
Secondly, "Official 'FamilySearch' Representatives", do monitor; and, sometimes, participate in, this Forum.
Thirdly, I am just another User/Patron, just like yourself (and, happen to be a Member of the Church).
Many Users/Patrons who regularly participate in this Forum who have a great deal of knowledge and experience with "FamilySearch", like to assist/help other Users/Patrons like yourself.
Finally, are you referring to Ancestors that were Born LESS THAN 110 Years ago.
If you are, then that may relate to the 110 Year Rule for "Temple" Work where "Permission" is required from the closet living Relative.
That 110 Year Rule (ie. Policy) affects ALL Members of the Church, regardless of were, we; or, our, Ancestors are from.
Is that the "... special permission for each ordinance ..." that you are referring to?
Or, is there some OTHER "Restriction" with regard to "South Sudan"?
Here are some "Knowledge Articles" in "FamilySearch" in relation to the matter:
Individuals for whom I can request temple ordinances

What is the 110 year policy, and why was it initiated?

How do I request ordinances for an ancestor who was born in the last 110 years?

I cannot find any close living relatives to grant permission for ordinances

I hope this helps.

That "Knowledge Article" that you have provided states that:

We do not provide lists of the restricted countries.

Just for edification, HOW do Member Users/Patrons know if a 'Country' is a "Restricted" Country?
I have never come across such a situation.
I have travelled; and, am well aware that sometimes "Family Tree" of "FamilySearch" is NOT available in some countries; whereas, the other parts of "FamilySearch ARE available; AND, sometimes, both, "Family Tree" of "FamilySearch" and the other parts of "FamilySearch are NOT available in some countries. Plus, there was NO List.
Is it that, the "Temple" Work for these "Restricted" Countries are NOT available to view in "Family Tree" (ie. even for Members); and/or, there is NO "Ordinance" 'Tab' for individuals/persons for these "Restricted" Countries?
Just curious.
